1.1. This regulation (hereinafter referred to as the Regulation) defines the mission, goals and objectives, the procedure for organizing and holding the International Children’s Cultural Forum 2026 (hereinafter referred to as the Forum), the dates, categories of participants, conditions of their participation, criteria for their selection and the Forum program.
1.2. The Forum is implemented in accordance with the Instruction of the President of the Russian Federation dated 04.11.2020 No. Pr-1796.1.3. The Forum is a large-scale project implemented with the involvement of 89 constituent entities of the Russian Federation, as well as foreign countries, with the aim of popularizing and promoting Russian culture among children and youth.

2.1. The Forum’s mission is to create a platform for communication between creatively gifted children and youth, educators, cultural leaders, government and public figures in order to realize the opportunity for Forum participants to express their vision of cultural development and their own needs for successful creative implementation.
2.2. The main objectives of the Forum are:
− identification and support of representatives of creatively gifted children and youth, providing conditions for their creative development and professional development
− development of intellectual and creative potential, leadership competencies of children and youth
− assistance in organizing cooperation between representatives of regions of the Russian Federation and foreign countries aimed at implementing socially significant initiatives
− attracting public attention to the work of talented young people performers
2.3. The objectives of the Forum are:
− creating conditions for self-realization, professional and creative development of children and youth
− increasing the level of competence of participants in the field of culture
− expanding and strengthening creative ties between the subjects of the Russian Federation and foreign countries
− ensuring a common cultural space, expanding cultural ties between the regions of the Russian Federation and foreign countries
− promoting the professional orientation of creatively gifted children and youth from of the subjects of the Russian Federation
− improving the level of training of creative personnel in the field of culture and art
− providing opportunities for creative dialogue between creatively gifted children and youth from the subjects of the Russian Federation and foreign countries and outstanding cultural and artistic figures
− introducing children’s and youth audiences to Russian and world achievements in the field of arts and culture
2.4. The Forum is held in the following 6 (six) thematic areas:
− Choreography
− Music
− Theater and circus
− Museums and art
Cinema and animation
− Literature and journalism

3.1. The organizers of the Forum are:
− Ministry of Culture of the Russian Federation
− ROSCONCERT
3.2. The Forum organizer performs the following functions:
− finances the Forum in accordance with section 6 of these Regulations
− sets the dates of the Forum
− ensures the direct holding of the Forum
− prepares materials for covering the organization and holding of the Forum in the mass media
− approves the list of participants and speakers of the Forum
− interacts with honorary guests of the Forum
− performs other functions in accordance with these Regulations
− performs direct managing the implementation of the Forum program
− organizes the preparation and holding of Forum events
− develops, approves documents regulating the procedure for holding the Forum, and coordinates their implementation

4.1. The Forum will be held on the territory of Moscow, from August 20 to August 21, 2026.
4.2. The forum is held offline at the address:  17 Kosygina St., Moscow Palace of Pioneers, Moscow.
4.3. The organizers of the Forum have the right to change the dates and venue of the Forum, which they are obliged to notify applicants for participation in the Forum, speakers, participants, Forum partners, posting the changed information on the Forum’s website in advance. Participants are required to keep up-to-date information on the website on their own.

5.1. The Ministry of Culture of the Russian Federation sends invitation letters to the executive authorities of the subjects of the Russian Federation (or similar bodies outside the Russian Federation) containing information about the need for them to form a delegation of participants from the subject / state, with the preliminary qualification of participants.
5.2. Participation in the Forum is possible only as part of the delegations from the subjects of the Russian Federation / foreign countries. Participants arrive at the Forum (Moscow) as part of the delegations of a constituent entities of the Russian Federation/foreign countries. By agreement with the Forum Organizer, it is possible to form an additional delegation of the Forum Partner.
5.3. Children between the ages of 12 (full) and 17 (full) years old who have personal achievements in the thematic areas of the Forum can participate in the Forum as part of the delegation.
5.4. The executive authorities of the constituent entities of the Russian Federation (or similar bodies outside the Russian Federation) (hereinafter referred to as the sending party) form delegations (1 (one) delegation from one constituent entity of the Russian Federation/state), guided by (prequalification):
5.4.1. The delegate participants must meet the psychological criteria according to the following selection criteria:: 
− show outstanding creative abilities
− demonstrate an individual style and manner of performance
− show high communication skills
− show creative initiative and independence
5.4.2. The delegation consists of 2 (two) participants from among children with outstanding results in the thematic areas of the Forum (12 (twelve) delegates – 6 (six) areas). The composition of the delegation can be changed individually in consultation with the Organizers of the Forum.
5.5. The sending party is responsible for the high-quality selection of the delegation, informing and preparing the delegates for participation in the Forum. Each delegation is accompanied by the heads of the delegation (2 persons), who are officially appointed by the
sending party. The heads of the delegation are responsible for the life and health of the delegation members during the Forum.
5.6. The heads of the delegation must have a power of attorney issued in accordance with the applicable legislation of the Russian Federation from the parents/legal representatives of the Forum participants for the right to accompany their minor children. Such a power of attorney issued by parents/ legal representatives must contain the authority of the
leaders to accompany their minor child on the territory of the Russian Federation during the Forum, represent the interests of the child in official bodies and organizations in connection with his participation in the Forum, and resolve all issues related to accompanying the child during the trip, as well as his settlement in to protect his rights and legitimate interests, to be responsible for his life and health, to receive and provide the necessary documents, to submit applications, to sign, to make the necessary payments, as well as to carry out all other necessary actions and formalities. Before the trip, the heads of the delegation check whether the participants of the delegations have a set of all necessary documents (birth certificates, passports, compulsory medical insurance policies, etc.).
5.7. The arrival of the delegation is carried out the day before the start of the Forum – on August 19, the departure of the delegation is possible only after the end of the Forum program – starting from August 23.
5.8. Participation in the Forum is free of charge.

6.1. The costs of creating the infrastructure, organizing the Forum program for general events, as well as the costs of providing the necessary equipment are borne by the Forum Organizer.
6.2. The conditions for the participation of regional delegations in the Forum (travel to and from Moscow, accommodation in Moscow, meals, transfer services, branded clothing) are determined by official letters from the Russian Ministry of Culture addressed to the heads of regions.
6.3. The conditions for the participation of foreign delegations in the Forum and the definition of the level of hospitality for them are established by official letters from the Ministry of Culture of Russia sent to the departments whose competence includes issues of creative education.

7.1. After forming a delegation to participate in the Forum, those responsible for the delegation (heads of delegation) on the website kids-forum.ru access to the personal account will be opened, where it is necessary to fill in the required data for each participant in electronic form by 30.06.2026
7.2. Before the start of the Forum, representatives of the Forum Organizer will contact the heads of delegations to provide an individual program, as well as clarify the necessary information.

8.1. The Forum will be held within the framework of the following thematic areas:
“Museums and Art”, “Music”, “Literature and Journalism”, “Cinema and animation”, “Theater and Circus”, “Choreography”.
8.2 The work of the thematic platforms includes educational (lectures, seminars), practical (master classes), dialogue (round tables, panel discussions, dialogue on equal terms, intellectual and business games), informal and leisure (networking, concert programs) parts of the Forum program.
8.3. The speakers include specialists and heads of cultural organizations, experts in the field of project activities, artists, qualified teachers, young leaders and authors of implemented social projects.
8.4. As part of the Forum, a competition of children’s initiatives in the field of culture and art development will be held. Additional information on the competition will be sent to the official order of the Ministry of Culture of Russia and published additionally.
8.5. At the end of the Forum, electronic diplomas of the participant will be sent to the participants of the delegations.

9.1. By participating in the Forum, participants/heads of delegations, acting of their own free will and in their own interest, agree to the Personal Data Processing Policy (hereinafter referred to as the Policy) posted on the Forum’s website and give their unconditional consent to the Organizer to process their personal data on the terms defined in the Policy.

10.1. By participating in the Forum, participants/speakers/ guests give their consent to take photos and videos of them during and at the venue of the Forum, and also give their consent to the publication and use by the Organizer of their images, as well as any results of intellectual activity recorded in photos and videos created during the photo- and video recordings of the Forum, for any purpose, by any means that do not contradict the law, without limitation of the period and territory of use, without paying them any remuneration.

11.1. Information about the events of the Forum, invited participants and speakers is posted on the official website of the Forum, as well as on the official social networks of the Forum (Vkontakte group, Telegram channel, MAX channel).
11.2. The Organizer has the right to immediately suspend the participation of delegates in the Forum events by notifying them about it. The grounds for exclusion from participation in the Forum program may be:
11.2.1. publication of information and data violating the current legislation of the Russian Federation;
11.2.2. public statements, comments and stories in the media, publications on social networks and Internet resources that contain defamatory information about the Forum, its Organizers, participants or government authorities of the Russian Federation.
11.3. The Organizer has the right to make changes to these Regulations with the mandatory publication of such changes on the website.
